Nine projects to promote the development of publication industry
Fan Weiping said that in the face of current financial crisis, the Press and Publication Administration held the expansion meeting of the Party Group many times in order to effectively implement major economic decision-making and strategies of the Party Central Committee and State Council on the current work, which conveyed the relate spirit and arrange current deployment work in the Press and Publication field, put forward specific requirements on future work: First, press and publication front should have a clear understanding of the current international and domestic economic seriousness of the situation, timely and accurate implement important decisions by central authorities on promoting steady economic development, central policies should be released in the first time and be read in a variety of forms to help broad masses to establish people’s confidence to deal with the financial crisis; Second, the crisis should be transfer into opportunities to deepen reform and speed up the development, further improve adjustment force in the publication industry, increase people's publication products consumption and the impact of financial crisis will be kept to a minimum; Third, we should conscientiously implement the current economic policies and tragedies of the Party Central Committee and State Council, turning pressure into motive power and increasing the people's livelihood projects and cultural infrastructure, promoting the scientific development of the press and publication industry.
According to Fan Weiping, General Administration take the scientific concept of development as the guidance, combine with industry practice, give prominence to key points, deal with things properly in their order of urgency , co-ordinate the reform and development, taking into account the recent mission and the principle of long-term goal, established investment force of the press and publication industry to expand domestic demand and livelihood projects from 2008 to 2010 , and 9 key projects which to promote the industry develop rapidly and soundly, including three categories: the first is to pay close attention to the people's livelihood, develop public services of the press and publications, including speed up construction projects of rural book store , construction of newspaper room in rural areas and communities, press and publishing projects in ethnic minorities; the second is key projects that has been included in the "11th Five-Year Plan" of the press and publication industry, including national figures composite publication system, digital copyright protection technology research and development projects, Chinese character project and national knowledge resources database and other works; the third is new projects, namely the Chinese Museum of Publication Project. At present, the General Press and Publication Administration has appropriate more than 0.8 billion yuan for key publication, rural book store.

The General Press and Publication Administration actively implement the requirement of the CPC Central Committee and State Council to speed up the reform of cultural industry development and the pace of reform of the press and publication units, plan to basically complete the restructuring and reform work at the end of 2010. The state will provide preferential policies in assets evaluation, auditing, legal advice, and other policies to restructuring companies. Vigorously promote the development of the press and publication industry, take methods of discount, grants, awards and so on to support the development of press and publishing enterprises.

The use of new technology is the key to solve the crisis

For this reason, the General Press and Publication Administration increased investment in this area to encourage the publication industry to use new technologies to improve the industry chain through a start-up projects, speed up the transformation of China’s publication industry.
It is reported that national figure composite publication system, digital copyright protection technology research and development projects, Chinese character project and national knowledge resources database are planning projects of “cultural development program of national" 11th Five-Year Plan "period ". The national figure composite publication system include: formulation of digital composite publication standard, generic technology of digital composite publication standard, such as research and development of digital composite publication editing management platform, full-media resource service platform, content creation platforms, application demonstration of new media publication field and so on. It is reported that the implementation period of this project is 4 and a half years, the finance have arranged start-up capital 8,000,000 yuan.
