Zhang Xun said: "Producing every 1 ton of recycled paper, which is equivalent to saving 100 tons of water, reducing 35% in water pollution and reducing energy consumption at an average level of 40%."

Government as an Example to promote the Recycled Paper onto the Office Desk 
Confronting increasingly intensive crisis of energy and environment, the Chinese government pay more attention to the related issues between the use of paper and the environment. The governments of Beijing, Shanghai, Tianjin, Chongqing, Hubei and other places have been issued the initiative to promote the use of recycled paper; performing the social responsibility that the paper consumption should not at the cost of damaging the forest.

In the period of NPC &CPPCC in 2007, the recycled paper began to be used in some offices. In the period of NPC &CPPCC in 2008, paper of all places like meeting venue, resident office of all representatives and members all used the recycled paper.

After the successful bid for Beijing Olympics, the recycled paper took giant steps into the office paper market in Beijing. The City Environmental Protection Agency took the lead in using recycled paper in offices, Xicheng, Dongcheng, Chaoyang District and other government agencies also have been using recycled paper in offices. The Liuyin Street Primary School in Xicheng District and the Cherry Garden Experimental School in Chaoyang District gradually promote the exercise books of recycled paper.

In Shanghai, Bureau of General Services of the municipal government had signed a procurement agreement with Shandong Dezhou Champion Paper-making Co., Ltd from 2006 , a considerable number of recycled paper have been purchased in two years, which used for printing various documents of the Document Printing Center of General Office of Municipal People's Government. Shanghai People's Political Consultative Conference, as well as the Economic Commission, the Government of Changning District and the Environmental Protection Agency in many areas has phased in the use of recycled office paper.

From April of this year, Hubei Province has been using recycled paper to print the Provincial Government Communiqué. Officials from Tianjin, Qingdao and other places ,who attended the investment promotion session, the business card they used all printed by recycled paper, using recycled paper has become a fashion.
